the 27th October, forwarding a draft
of a revised General Order regarding
study leave.
2. I have certain observations to
make on the revised draft regulations.
I agree that the discrimination in the
existing regulations between courses

for the Colonies' benefit, courses for
an officer's benefit, and courses in
which benefit is evenly divided, is
unsatisfactory, but this attempt to
discriminate is not whol,
wholely avoided in
the present draft. In general, it is
desirable, for the benefit of the
Public Service, that an officer should he encouraged to
improve his qualifications, and except
in the case in which an officer is
